Got a follow request by a guy named Manuel Franco on Instagram. I did not accept his request to follow me however, I followed him. He instant messaged me regarding how I was a apart of 200 people he was going to give $15,000 to. He then started asking me questions like where I was from and my age. Once he asked me those questions I googled Manuel Franco and saw that this was indeed a scam and was led to this website so I can report it.

The Instagram: Franco.Foundation2021 dm’d me saying I was getting $20,000 I just had to speak with a fed ex courier and follow his exact instructions which included paying him $200 in an eBay or Home Depot card

I was contacted on Instagram yesterday by "manuel" he claimed I was the winner of $30,000. I have been in such a terrible financial situation i immediately was grateful. Then I started to think it could be a scam. I checked out his profile and he had almost a thousand followers. So many followers means it should be legit, right? No! No people! Don't believe this person just because he/she has a lot of followers. Anyways, he proceeded to ask for general information, so I gave it to him. Then asked he asked if I wanted cash or cheque. Immediately something didn't sit well, but I'm struggling so, I said cash. But how would that work. He explained that a fed ex delivery guy would be bringing it as soon as 8 hours. "Wow!" I said, "Do you have your own personal feed ex team?" He replied ver betum, "The delivery is been made by the FedEx delivery agent in charge of getting it delivered to all winners." Then I received a text from a verified Oklahoma city #. He asked me to open an amount by getting a gift card from Steam. Now, I got pissed. I said if this was a true giveaway, why should I have to get a gift card. I don't have money. He proceeded to ask what we were going to do about that. Um sir, WE won't do anything. I went off! I reported this guy on multiple websites and told them my friends husband was in the FBI. He told me it was my loss... yea sure, it almost was. Don't fall victim to these scams.

The scammer claims to be Manuel Franco the winner of the lottery ticket back in 2019. He/They wanted to hand out a proportion of the “lottery money”. Asking for personal information and to contact “The President and Chief Executive Officer of Fidelity Bank Kansas Aaron Bastian”.

I was contacted by this individual indicating he was Manuel Franco from Wisconsin saying that he wanted to contribute some of his powerball winnings to my business activities. Because it was to support business activities, I agreed because it would many people who needed it. I proceeded to do some research and only agreed because I saw the powerball winning story was true and legitimate. I never thought it would be somebody who would pose to be Manuel Franco.

This person initially contacted me on Instagram on approximately 7/10 - 7/12/20. I don't know the exact date because he proceeded to delete the Instagram account and message thread. on 7/13/20, he said he was having issues contacting clients on Instagram and asked that we move to Hangouts. His email address on Hangouts is [email protected].

There were several times he requested money to him from everything to an initial payment, then tax clearance, then a delivery fee. I ended up paying $2400 to him and never received any money in return. I finally was promised the delivery and was given the FedEx delivery man's name and number. His name is John Guion. His number is 415-569-8042 and Hangout email address is [email protected].

He texted on 9/10/20 at 6:18am (PT) saying he had my delivery and it would be delivered to me on 9/11/20 at 6pm. On 9/11/20 at 5:54am, he texted me saying he would be on his way in 6 minutes. I asked if he would be to my address in 6 minutes and he said no but he was leaving in 6 minutes. At 8:13 am, he texted and asked if I had the IRS receipt. I sent the receipt I had, which was a FedEx receipt. After some conversation, he said that was not the receipt. I searched until I found the receipt that was given to me by Manuel and sent that to John.

He said it would be better to communicate to him via Hangouts at [email protected]. I told him, the text was easier for me. He said that officers stopped him and asked that he prove his documents. I have never heard of officers stopping a FedEx driver. I have received plenty of FedEx deliveries and never received a message like that. He said they asked what he had to deliver.

At 9:14 am, I found the IRS receipt and sent that to him. I also sent my personal receipt where I paid the last of the $2400 to Manuel. At 9:47 am, he sent a photo of a Registered Tax Preparer certificate and said it should look like that. I am not a Registered Tax Preparer and said that would not prove that I paid an IRS payment to Manuel.

He finally said I needed to pay $700 to the officers so they will allow him to pass through so he can do his deliveries. At that point, I was tapped out of these fees and in a desperate financial situation. My bank account is severely overdrawn and my bills unpaid. I mentioned this to Manuel indicating that he initially told me after the first $300 that I paid, I would need to pay nothing else in order to receive what was promised to me. That would mean that I would have paid $3100 to get nothing in return! At that point, I refused to do that. John said if I couldn't do that, he would have to move on to continue his deliveries. He did not say how he would be allowed to pass through by the officers without that money. He asked if I had CashApp to send the money. I refused again.

These people need to be stopped because they are taking advantage of vulnerable people who do not have the resources to lose like this. I think its unconscionable for people to treat others like this especially in these critical financial times. I am a widow who was married for 38 years. I no longer have a husband who can bail me out of this situation. PLEASE HELP!!

I was randomly contacted, via a DM on Twitter, by this account and asked if I had credit card debt. I said I did, playing along and was rapidly contacted back to send screenshots of my online balances. I felt something was off, because this was unsolicited, and only was contacted in the middle of the night.

Fake Manuel Franco Instagram page promising random account holders $200,000 from his supposed winnings of $700 million. The person asks for your general information and asks you to text a random number for confirmation.

I was contacted on Twitter by someone claiming to be "Manuel Franco" saying that I was selected to be given free money. It was clear that "he" hacked one of my friend's accounts. So then I decided to see where it would go, so I continued to correspond. When I asked him about my friend, he claimed she was his girlfriend. Obviously, this is not true. I even sent him a link about this very scam he was doing and he STILL claimed to be legitimate. He kept insisting for my information so I just stopped responding.

This guy is on Twitter, his post showed up in my feed oh, and being a little desperate lately I responded. The conversation was via private message, and I only gave him my name and address, because I started to feel like something was suspicious. I enter his name in Google to see if I could find any info on him, and then I read a news story( that contained this link to report the problem) regarding many people who were impersonating this man who was a lottery winner in Wisconsin. He has my name and address but I did not go any further as I was skeptical. I did not allow the conversation to go far enough for him to ask me for money, but I felt worried that I even gave him my name and address. I believe he is one of the many who are scamming people in the name of Manuel Franco, the lottery winner from last year of one of the largest Lotteries ever. Tells people he will give $1,000 to the first 500 who follow him. What was further worrisome is him telling me he had several colleagues who does this as well. I have no information on him other than his Twitter handle, @Manuel_Franco13 which I posted below. Your platform would not allow me to post more than one pic. I also reported him to Twitter, but they don't have a very good reporting system. I don't want to see anyone scammed, right now especially. Thank you..

Needed account info to pay off credit card debts and buy a steam card

He wanted to give $50,000 of his lottery winnings to my friend. She has sent him several hundred dollars in gift cards for "fees", etc. The money never is delivered. Always one excuse or another... FedEx driver arrested and money confiscated by police. And she BELIEVES it all. They are still trying to get more money. Can't get help to convince her. Help!
