He wanted to give $50,000 of his lottery winnings to my friend. She has sent him several hundred dollars in gift cards for "fees", etc. The money never is delivered. Always one excuse or another... FedEx driver arrested and money confiscated by police. And she BELIEVES it all. They are still trying to get more money. Can't get help to convince her. Help!

I started messaging an Instagram account under the name of Manuel Franco (@manuel_franco144) who said he could give me $15,000 and would send it to me through FedEx. His page was very convincing considering the nearly 2,000 followers he has along with posts all the way from the beginning of July 2010 leading me to think, "well if this was a scam, it probably would have been reported by now." Which turned out to be very wrong. This person then started asking me for personal information (e.g. address, phone number, etc.) for the purposes of the FedEx delivery. I gave him this information to see where it would go next. Then he asked me for a $200 ebay gift card for the delivery through FedEx. I told him I didn't have $200, but could send him $100 if absolutely needed. . . so I did. Then the morning that the cash was to be delivered (12/16/19), he messaged me at ~7:00am instructing me to message the delivery driver for a confirmation of the delivery. Apparently I was supposed to have done it by 9AM but didn't wake up until 10AM. By that time he said that the delivery had already been sent out, but since I hadn't messaged the delivery dude in time, I could not get my order and would instead have to send him a $200 Ebay gift card for the delivery fee. I told him I did not have the money, but he said he would give me a "student discount" and make it $100. . . so I told him I would borrow it from my mom, and I sent him another $100. He said that it would be on it's way the next morning. I immediately contacted the delivery person to see if he was actually sending the cash to him or not for the delivery. The delivery guy told me that he had received only $7,000 (instead of the original $15,000), but I contained my composure and remained grateful. The next morning (12/17/19), shortly after the cash was supposed to be delivered, I received another message from "Manuel" in which he explained that there was a problem with the delivery and that the packages had been confiscated by the IRS. He then insisted that I had to send him another ebay gift card so that he could send the delivery driver $2,000 in order to get the money back or else his delivery driver would be "hurt". I did not comply with his directions and am currently not responding back to him. He also did this to my roommate. He is definitely a scammer.
