Deceptive mailing from a private company pretending to be a government agency

I am a CPA, I am familiar with these deceptive mailings where private companies attempt to appear affiliated with government agencies to scare business owners into paying for services they do not need. The attached letter was provided to my client by the company using the phone number (855) 203-5959. I am very concerned because they kept the letter thinking they were delinquent in paying a tax. I always check these letters to make sure they explicitly state they are not affiliated with a government agency. While this letter DOES state this fact, I think it is not clearly enough stated, and is therefore being deceptive.

Mailed document includes a QR code to scan in order to pay. I just opened a business and they are saying this is a fee for my state's Secretary of State (however, I am aware there is no such fee). Mailing address is a PO Box in a UPS location in my state. Document says "my order will not be processed without payment", but I already have confirmation that my company was created with the state.

Scammer mailed an official appearing document congratulating a recently formed LLC on registering with the State of Alabama. The document states "Now that your filing with the Alabama Secretary of State is complete, you're eligible to obtain your elective Alabama Certificate of Good Standing." The document is a form "Form -BDC10.883(1)" that facilitates payment of the supposed certificate. The document includes the newly formed business name, address and entity number.
