Puppy Fraud - Takes deposit and does not deliver puppy

We found him through Belgian Malinois Puppies for Adoption and Rehoming on Facebook when he responded to a post looking for a puppy. His info shows he runs the site for 8 years, lives in Tampa, retired from Sherriff's office - even has posts & pics with K9 in uniform. He signed a contract with me and requested a 500.00 deposit. He sent pics of the puppy and the parents and communicated well up to the week the puppy was to be picked up. Then he ghosted me & blocked all communications from me with no response back the day before the puppy was to be picked up.
Looking back there were red flags I should have noticed. He refused any reputable payment apps with buyer's protection & would only use Zelle. He delayed communications stating he needed to get info & pics from his wife. Everything online shows he is in Florida, but the puppy was in Alabama. Payment went to Jerwaski Hughley (he said this was his business partner that handled all of the financials). The phone number rings once & now goes straight to voicemail & the system tells you the number does not have a mailbox set up. Text messages bounce back as undeliverable.

The guy has a Facebook page ran, stating he has been a breeder for 8 years. He posted he had a litter ready to go that were born 4/28/2022. I stated I was interested so we private messaged and discussed the females he had available. I chose a dog and he emailed over a contract. I then signed the contract and send the deposit. I posted a picture of the puppy that I 'bought' and a lady said it was her dog and was I sure I was buying it. I messaged the seller right away asking to video chat. He said he would but then would not actually video chat. Then I said I needed to cancel the contract and wanted a refund and he blocked me on all formats.
