Jersey Boutiques sent the wrong Cowboys jersey and won't fix it

On November 24, I ordered a Dallas Cowboys CeeDee Lamb jersey from Jersey Boutiques and they sent the wrong style. This is the receipt I received from them via email from [email protected]:

As you can see, I clearly ordered the “Legend” style jersey, but they send the “Alternate” style jersey. I reached out to them and asked that they please send the correct jersey, ASAP, as it is a Christmas gift. I also said I would be happy to return the wrong one. This was their reply:
"Dear customer, due to the relatively high freight price and long transportation time, the goods may not be delivered before Christmas. We will apply for a refund of 20 dollars for you. The goods do not need to be returned, but you will handle them, is that acceptable?"
I don't even know what that means. What does "I will handle them mean?" I then replied and asked whether or not they are going to send the correct jersey, because they never answered the question. This was their reply"
"Please provide your order number. Let me check."
I had already provided them with the order number in my first e-mail, and so at that point, I felt they were just giving me the runaround. I e-mailed them again more than 20 times, several times a day - and provided them with all of the info they would need to look up the transaction - but they did not reply. I told them if they did not get back to me by December 16 at 12 noon EST, I would escalate the case with PayPal and report them to the Federal Trade Commission and the Better Business Bureau.
