Our office has received about a half dozen of these scam requests the past few months. They always claim to own a construction company somewhere in the tri-state and need payroll ASAP for their employees. The first request we responded to and when contacting the "business owner" name Barbara a man with a foreign accent was who we spoke to. We suspected it was a scam and terminated the conversation. We forwarded another request we received through the ScamPulse.com to another payroll provider since it sounded like it was a larger job than we could handle and later found out that the referral we sent over wound up hacking into the other payroll company's server.
