Type of a scam: Government Agency Imposter

We were wondering about a mailing we received from the United States Department of State. The top of the letter has Washington DC 20520. Call or go online if you need passport services. Office of passport services. We had a problem in the summer at the border returning from Canada. Wanted us to contact them. They would call if we did not contact them. It gives a passcode. Their phone number is 888-741-1703. I did not call that number. We were concerned if it was a scam. I called, 202-647-4000. I spoke with a gentleman at the US State Department. He told me it was a scam because the interview online did not end with .Gov. We were to do the interview at website https..//www.passportplanning.com We are concerned and confused because there are a couple of other websites at the bottom. www.travel.state.gov/passport study I did not mention the additional websites. He hung up. I did not want to give information to a non government website. The sites are https..//www.federalregister.gov and [email protected] This is confusing. government. We did not call the number on the mailing.
