It's an app called Snaptash, you take pictures of different items and you get paid for it. I paid for the membership and I never got paid, and it's not just me, it's several different people.

Upon completing the tasks you are made aware that you cannot cash out until you reach $500 or upgrade your membership. The upgrade was being offered at $34.90. Upon attempting to pay I was taken to another screen which offered the upgrade at the price of $10 for that day only. I selected the PayPal option and hit pay. I was still unable to cash out so I thought it hadn't gone through. The next day I noticed a charge to my PayPal for $90.40 in addition to a $10 charge from the same company (it appears as Recibar Inc on the statement).
