Scammer, who identified himself as Rodney Parker showed up in our yard and offered to grind two stumps down for us. We said no thank you and the next week he came back and said he would do it for a lower price. We agreed on the price and he showed us an emailed PDF of an arborist license. The bottom of the PDF was not signed digitally or otherwise but he said this was just a copy. He said he would come back with the written contract and he then came back to say the amount he quoted was too little and he would need more. He sat in our home while we gathered the money. We paid him $260 up front and he was going to receive an additional $50 after the job was done. He needed the money to rent the equipment. He drove a small, older, grey truck. He was in his 40s-50s. He claimed to be a veteran. He claimed his brother had just been killed and he was struggling and asked to discuss theology with my partner and myself.
