Type of a scam Online Purchase

On 11/27/22, I wanted to order an Insta Charger, Order # 6944497 and the site its ask if you want express shipping..I selected No but it instantly took the order for express shipping and charged me $14.95 for shipping and the product charge was only $4.95, $19.90 total. So I instantly called 1866 463 0699 the provided phone number and asked for a refund. The lady named Juv says I couldn't get a refund. I asked why she replied the product was shipped, but this was only a couple of minutes after they took the $19.90 from my debit card. I replied your site says you can get a refund within 24 hrs. of purchase for any reason you're not happy, and I called as soon as they charged me.. As I told her I wanted a refund because you charged me for express shipping that I didn't want. She then replied you can return the product and get a refund and said it would take 4 weeks for delivery. I asked why so long and why the high shipping costs? She said because it was coming from China. I angrily ask again for a refund again, she says I can give you only $4.95 refund today but when I get the product, return it for a full refund. I received the package about 7 days later but the address is from North Las Vegas? On 12/14/22, I called to get a refund and send the product back but I was then told I couldn't do so by a man Mesos. I explained that Juv said I could get a refund. He then replied I can't send the product back which he said came from California so I really got upset and said this is a scam and I'm going to report this company to the BBB, and asked why the high shipping and I'm in CA.? He then put me on hold and came back and says he could give me back $7.46 plus $4.96 that was refunded earlier but I couldn't get a full refund.
