Fido imposter (or inside fraudster) called to offer service cost reduction and free phone upgrade.

They had my complete account info including name, address, account details, credit card number, so they were extremely convincing.

They get you to place the order for the new phone on your account, and when activation attempt is made upon delivery, they say that the phone was incorrectly registered, and to expedite correction they send a courier or Uber driver to pick it up, and a new correct phone will be delivered.

Fido did/does nothing proactive to warn its customers about this or similar scams, which have been ongoing for about 2 years.

Fido insists that I am 100% responsible for the cost of the new phone delivered but stolen.
