Guaranteed approval of a home was scam out of money for home inspection

Trulia agent Keith Scott made me or encouraged me to pay for home inspection before I was approved by hoa .hoa denied my application and agent refuses to give me back my money for Lien search and property inspection.being a first time home buyer I was duped for over 800 dollars .i believe that they should approve me by hoa before I was scammed out of money for a lien or home inspection.there’s a protocols a big company should follow

I was searching for a new place to live and went on Trulia and Trovit Real Estate website I found a place and typed in that I was interested in renting the unit. The information was interceded by the scamer. I was sent an application to apply and once approved I was sent a lease. I called the person who manages the house on Friday, February 17, 2017 so that I could actually look at the house before giving any money. I met with the manager on Sunday, February 19, 2017 to look at the house. We had a conversation about who I thought the owner was at the time sending me information. He ask for me to send him the information because he hadn't got any information from him. I sent him the information today 2/20/2017 and he immediately called me to let me know that he meant to call me yesterday after we met but was busy and was not able to, however he told me that the owner had not sent me any information. He ask if I had sent any monies to the person and I told him no. He told me that someone is trying to scam me and I told him that I was going to report it because I went on a site that is reputable which has been compromised. The scammer claimed that he is in the military and sent me two passport photos one of himself, his wife and a regular picture of the so called manager who is managing the house I was looking to rent. The photo looks nothing like the manager. The document that has been attached had the photos at the bottom of the page but would not come up when trying to send.
