Presents himself as a reputable contractor. He brags about all the great work he does and all the approvals he can get and deals and money he can save you. He acts like he cares and says a lot of convincing stuff but everything turned out to be lies and he does it in a way that if you report him he comes after you utilizing the police or city officials by manipulating their words to get his way, around the law, and continue with his cons.
