However, after making the deposit I began to find red flags as to the fraudulent nature of this business. They have refused to honor their refund policy stated on their website.
"Once a reservation is made with Pugachev car rental Exotic Car rentals we authorize your credit card for a non-refundable 20%-40% of the total rental cost."

I was also told that any cancellations due to coronavirus would be honored 100%.
I also found several dozen recent reviews stating that this business takes the security deposit and refuses to provide the vehicle, does not give refunds, and will ignore all subsequent communications. In addition, I found clearly photoshopped images that misrepresent the business. Also, when looking closer at the reviews, it appears that many of them are likely from bot accounts (Russian in nature - likely the work of a troll farm).
They also misrepresent themselves as being members of the BBB.
They have also threatened at least one other victim, according to a Yelp review.
From the review: "Don't threat with this bull crap threats With no reason You even Don't know who you're dealing with and it was pathetic. OMG! You understand? Or no?"
It's important to note that they require that you send a picture of your driver's license and vehicle insurance card (which this reviewer mentioned having done).
I believe this business needs to be investigated. My suspicion is that there is likely some form of tax evasion or money laundering scheme at work.
