The scammer claims to be a publisher that reads manuscripts for a fee, with a possibility of publication. I submitted a manuscript to Outpost19 over two years ago and paid a $25 "reading" fee upfront. I still have not heard back, so clearly the organization has no intention of responding. I e-mailed them six months ago and received no response. I e-mailed them again two weeks ago and again received no response. The submissions are done through a company called Submittable, which offers no recourse for authors. Outpost19 appears to still be taking submissions through Submittable.
