The seller claims to offer full refund. When you ask for a refund they offer you a discounted price, claiming it costs a lot to shop back to Asia. The item is coming from TORONTO, not Asia. They keep offering different amounts but never the fully promised refund as shown on their site. Don’t fall for this.

Harper and Sage Toronto's website looks and seems like a Canadian business. I looked at the sweater for several months before finally deciding to purchase. Instead of a beautiful sweater, it was a cheap printed plastic one. The return policy is clear on the website. I tried to return, but they refused to give an address or shipping label. I insisted and they offered (for more money) to send me an alternate piece of my choice. When I refused and insisted on a refund they offered me 20% off of another piece. When I insisted further (another dozen emails) they offered 25% refund. I said I would take either a full refund or report them to every entity I could think of and post reviews on every social media I use. So here I am reporting. It is not a lot of money to me. However, the erosion of belief in other Canadian businesses is significant and I will probably only use Amazon in the future. Mostly, I do not want others to be scammed.

In hindsight I couldn't have known from the website. It looks like a very legitimate Canadian business The credit card charge is from Doyce Goods, Almere Netherlands. I couldn't have known that before purchase. It says it ships from Canada using Canada Post. It did not. It was sent using a delivery service. When they finally send me a return form, the address is in China. The basically insisted I do not use it. I doubt it would help anyway.
