This alleged landlord (goes by two first names, Luis and Fernando) entered into a contract with the victim (college student age 21) and took a $250 cash refundable deposit. Landlord then delayed victim's move in twice, due to alleged electrical issues. The landlord then cancelled her rental contract. It has been 30+ days and several requests have been made for the funds to be returned, all of which the landlord has either ignored or threatened legal action against the victim. This behavior is indicative of a larger scam. Building was also listed for purchase: https://www.redfin.com/CA/Los-Angeles/1218-Magnolia-Ave-90006/home/6908614. Individual is also very active on Facebook marketplace under the name Fernando Dubon.
