Type of a scam Online Purchase

This was a sale, originating on Facebook, advertised as a LOCAL company with delivery in 5 - 7 days. I ordered on September 9 for a cost of $38.47. On November 8, I started looking for it .When tracked, the order said it was originating in ITALY on September 11th and the package got stuck in Ogden, Utah on October 8. When I emailed them (several times) they said it was delivered by USPS on November 7. The English was not good on their part. I checked. No delivery. They gave me a different tracking number which THIS time came up as being shipped from Shenzhen CHINA, beginning October 12. Then to TPE, the JFK, then to me. NOT. Then they said if I wasn't happy with the product, they would give me a $3.00 refund. I repeated again, that this seemed to be the wrong tracking number, and I never received anything. On looking up the company, there were other customer experiences the same as mine, blow by blow. Then, they list themselves as being located in Wales! This is a scam and full of Internet loop-de-loop lies. On September 9, a foreign charge appeared on my credit card from this company For an international transaction of $46.16. The company said the sale was for $29.98, plus $1.50 shipping insurance plus $6.99 shipping for a total of $38.47 to my credit card.
