I made a hair appointment via the merchant's scheduling website and the requirement was that I prepay for services to obtain the appointment. I was committed to the appointment but was asked by the merchant to reschedule the appointment time twice. I contacted her and asked if she could refund my payment because she failed to keep the appointment time. She agreed that she would refund the payment within 7-10 business days. Over a month later I have not received the refund and the merchant has ignored my follow-up messages.
