I just got this letter

I just formed an LCC in North Carolina, and I get this letter rather quickly after my business is approved by the state. At first, I was upset about having to pay $82 since I am a new business with not much in the bank account, and the formation process with the state was not exactly cheap.
I thought something looked strange and I Google searched this company, using the return address on the envelope. I saw there were numerous complaints to the BBB that this company is a scam. I also learned this filing fee is not required by the state, and most of all the state would not use some 3rd party service.
The return address on the envelope came up as some print shop in Raleigh.

Issues an "OFFICIAL-LOOKING" document by UNSOLICITED email, designed to appear as an Official Secretary of State filing Form.

Requests a Certificate Fee and Secretary of State Filing Fee.

However, buried in "fine print" in the middle of the "Form" is the following statement:

"(State) Certificate Service is not affiliated with any government or state agency and this notice is a solicitation for your business".
