Type of a scam Online Purchase

Blouses were ordered in 2 sizes. One did not fit and needed to be returned. No paperwork was included in the package when delivered. There was no mention of "non-returnable" anywhere in the ad or packaging. When I contacted the company by email, I was told that returns were allowed ONLY on defective items. The company would not accept a return and reimburse my purchase price. When I stated that I would contact the ScamPulse.com of Wisconsin and post information about their dealings on Social Media, I was offered 10$US to keep the blouse. That offer was then upped to 16$US with an addendum that if the item were returned, I would have to pay for postage -- making it sound VERY expensive. The blouse was $38 plus $9 postage. The $9 postage was for EACH blouse. I originally was charged $18 for postage. I did not ask for postage fee reimbursement.
