Appears to be designed to make people believe they owe "back taxes." I assume at some point they ask for money to resolve tax issues, but they only left a robo-voicemail. Likely not US based, but the A.I. voice of "Nancy" had an American accent. I didn't try to call the number back. Called from (888) 223-4164 and said to call back number: (707) 926-8542.
