Mail included a Final Notice wording and what appears to be a check for $199, called an allocated waiver. There's no real explanation for what the intent of this scammer is other than for the recipient to call their phone # and that this is their final attempt to notify them even thought no other attempts have been made. This has the markings of a true scam which would probably hit the recipient once they made the phone call.
