Someone with this phone number keeps hacking my bank account

Since July someone with the phone number of 262-327-3721 hacked into my banking account. On the first occasion, I closed out the account and reopened new ones. In August the above individual again hacked into my account and changed my email address and phone number. They used Zelle to send money to two individuals at 832-984-2928 and to 346-426-6709. I again closed out my bank accounts and was advised by Capital One that if this incident occurs again, they would permanently close out my accounts. I transitioned to a new bank but the person again on 10/8 logged into my account again and tried to use my Kohl's credit card (which is linked to my bank account). Since then, I have purchased a Lifelock protection plan. However, I am worried and scared the person has my personal info (SSN, email, phone number) to try to track my current bank account.

I am seeking assistance in any way to track this person and have him punished to the fullest extent of the law.
