Mr. N came to my house to look at work I need in preparing house for sale. We saw over a dozen tasks, some big and some small. He quoted me $2,500. Our agreement was somewhat informal as we never had a signed contract. His behaviour began to appear somewhat unconventional. He was pressuring me to payhim the first 50% otherwise I should go elsewhere. He stated he will pick up our kitchen cabinets to reface them but wouldn't show up when stated. On the day he said he would, he only came at 7 pm at which point I was not home. He said I need to pay him for the cost he incurred to come. He did not communicate about this before. I eventually paid him $1,215 (all I could afford at the time) and after about a week or so, he picked up the cabinets. I wanted him to come do work in my house but didn't show up and then blamed me that don't have anything to do there. He then changed the terms of the informal agreement to state that my downpayment was only to cover the sanding of the cabinets. So at this point, he had my money and cabinets. He wouldn't return them immediately nor the money. I asked him to send photos of the state of the cabinets but he said he wouldn't do it unless I sent another $135 to reach the $1,250 which would be the 50% deoposit and to reimburse on the $100. I obliged yet he didn't send the picture. He said the work was already done. I called the police but they said this was a civil matter so they can't intervene. I offered another $50 just to pick up the cabinets. It took a couple weeks of headache and I eventually otld him I'm just going to come by and pick them up. At which point, this seemed to stress him and he agreed to come drop them off. He only arrived at midnight. I paid him $70 in the end when he dropped them off. He hadn't done any significant work which he lied about. He send me a refund or the appearance of it that the $1,215 I sent was being returned. It stated pending for a week and has not actually happened. I followed up and he simply stated that I should take him to court and he won't refund the money.
