I answered the phone and was informed by a person that I received a speeding ticket from a speeding camera 10 months ago and they were calling to collect on behalf of Hennepin County. They said notices had been mailed to my address and told me my vehicle make and address (I never received any notices). They wanted me to pay over the phone immediately and told me there would be no fee to pay over the phone.

I took down my "case number" and their email address and then hung up and called Hennepin county to verify the citation. I had no outstanding citations with the county and they additionally informed me they aren't giving speeding tickets from camera violations - you need to be pulled over by an officer to receive a citation for speeding.
