Incorrect work, scaming for addtional work before completion requesting money upfront

Charles Mitchell, unlicensed, shows phony paperwork
Initial tree removal and grading work, never completed and he kept creating other needs for additional work. He also gave hard-luck story of his daughter being evicted, and needed a lum sum to help her. He requesting an additional $1,850 which was to put in concrete for a basketball court. This was never done. He also ordered the wrong size crush and run to prepare a driveway and grass has now grown over that area, totalling $1,400. He never completed the original grading work, leaving a job that has to be redone as he messed up my land.
This started in November 2019, and Total scam $6250. And then he disappeared in January 2020, He was evicted from the last known address. Money paid upfront, was supposed to be offer I couldn't refuse. I am a retired woman in my 70's.

Mr. Charles Mitchell, of Charles Tree Service, wrote a contract to cut down two trees, grand out stumps and clean up trash for 1,200.00. Half to be paid up front, balance up front, balance on completion. I paid Mr. Mitchell 600.00 up front. He cut three. Then beg for the balance due to death in the family. I said. I understand and gave him another 600.00. He never call or returned to finish the job. It coasted me another 2,500.00 to clean up his mess. Total coast 3,100.00

Please be on the lookout for a 65 year old African American man driving an older model red pickup truck. He is going on scamming individuals with a phony tree service business. Several people have already lost thousands of dollars with Charles Tree Service. There is no address on file.
