Type of a scam Government Grant

I believe this is the same person(or persons) as before. The number is out of North Carolina, no address. I get calls from this number or from a number in D.C. at almost all hours, everyday, just about. This time, I am told that I will receive $9,700. This person was named Marc(or Mark) Angel. He knew my name and my address. This has happened before with a different name. I did inform the FBI fraud dept.(I believe that is the official name). It seems they switch numbers and the name of the caller, but they seem to always find me. I am not sure if this is because I am a student(MFA) or if it is because I am a veteran. When I checked my caller ID, the name that comes up is Arell Stephanie. I am not sure which is the first or last name, but I assume Stephanie is the first name. I really don't know how to get them to stop, but this is really irritating. I want whoever this is to leave me alone!
