This is one of many many calls from various numbers all claiming to be a Tax Resolution Service. They leave a message and ask me to call a different number to discuss my tax situation claiming they have "reviewed my file" and will be able to "resolve my tax debt" (of which I have none). Last year, after getting these calls more and more for 2 years, I actually answered one, realized it was a robot message but then was connected to a human (sounded like at a call center) who tried to get more information about me and I clearly requested my phone number be removed from their calling list, but the calls have continued.
