When I first called, I ask if they are in Pittsburgh as I only want to use florist in the city where they are being delivered. She lied and said "Yes." I would have never gone further otherwise. I order my daughter an Enchanted Rose Bouquet off there website, I even paid the upgrade. They delivered the next day and it is a cheap grocery store bouquet. Not even worth $20.00

Ordered flowers described and pictured online. Flowers that arrived were ugly, cheap, and certainly not what i agreeded to order

Flowers by Nora appears to be a local small shop (this is happening all over the country under this name from what I've now read, I am in Oregon, there is also a legit company with the same name on the E coast) Over my several phone calls with them, it was always a different person, sounded like a call center in a different country. They all had the same paragraph they would read trying to explain any problem.

-I went online and ordered flowers to be delivered to a school staff member

- Did not hear from the recipient to I called the school, no flowers were delivered.

Cancelled credit card as I don't want this company to have any info.

-I get a email from the company with a picture of flowers delivered outside of the school at 6:30 PM

- I call Flowers by Nora. Obviously is not a small business. They admit they have partners all over but refuse to tell me who the partner was. I explain that no flowers were delivered. They say they have a pic of them delivered. On hold several times, said they need to do a 48 hour investigation.

-I call the school again and they have found security footage of the delivery person putting flowers down, taking a picture and putting the flowers back in his car!!

- Call Noras again and I ask for a refund explaining the video, again, they say no because they have a photo of them delivered and now need another 48 hours.

-I get the video from the school and email it to Flowers by Nora.

- I get an email stating they will refund my money (have not received yet)

Pre order rose and not delivered and will not give refund

This has happened to 100s of other individuals. I suspect they took our money as their personal loan and now do not have funds to return or money as our product was not delivered as promised

Garden Roses LLC accepted thousands of pre-orders for discontinued difficult to find roses, particularly from David Austin English off patent/discontinued roses. The accepted pre-orders were placed in 2023 through the present (they continue to take orders) and due to ship from spring of 2024. As the stated shipping time passed they began to bait and switch--we were told that they'd lost many of the roses due to ship, that they'd refund orders (which few people found was the case) and then that they couldn't refund the orders due to the number of charge backs that had been initiated as their scam came to light. As this went on, they ceased to answer emails (and we do not have a phone # for them--only the web site and emails). Nate and Tess Fisher run this business and have already been prosecuted successfully in multiple prior scams (elder care scam, but this did not come to light until well into the current scam. Nate received initial positive comments about his rose growing credentials. However, it has sense become apparent that he took, for example, thousands more pre-orders for particular rose varieties than he could possibly have been able to fulfill and that he didn't have any of the product promised to his customers. He only confessed to this when some on the rose vendor feedback facebook page and his company page called out the scam. Even now, this is an ever shifting bait and switch operation and apparent that he knew that he would never be able to fulfill the promised orders. December 21 come and I don’t get any message I sent a message asking how long until the roses get delivered they told me one minute I never received the roses.
