Type of a scam Debt Collections

This company called me to discuss a phone bill from more than 15 years ago according to them and threatened civil lawsuit action if i did not make arrangements to pay the debt and generously waived half the due amount for an agreement to make payments, which i made the first payment on my capital one credit card. when i researched this company, no information was found except scam warnings and there was no record of their existence so i called my credit card company filed a complaint, disputed the charge, closed that card and ordered a new one. I also reported them to the federal trade commission. They are still continuing to call and harass me and claim they have no legitimate website being it is still under construction even though they claim to have over 5200 customers. They claim they sent me information by mail about the bill but i have never received anything from them nor have i heard of them before. i put a watch on my credit report and am highly worried as they had my name, address, dob, ss #, previous addresses, etc. According to capital one they refunded the money they stole from me to my card but never had direct contact with capital one. They also refused to sent me legal documentation that they exist.
