- Billings, MT, USA

We needed our new fence stained, and found "Angel" (aka Francisco Ramirez) via the website "Billings Deck Creations" (billingsdeck.com). Angel answered the phone at the above website, then immediately gave me his personal phone number and told me to use that number to contact him, he agreed to visit our home on Nov 1 to give us an estimate on the work. I asked him during this phone call to bring references and pictures of the work he had done. He readily agreed. He arrived at the house Nov 1, and unfortunately, when I asked to see his references, pictures, he told me he had a new phone and they were not on it, so he was unable to produce any of these documents. He gave us the estimate of $2300, we said we would consider it and contact him, and then he left. We called him a few hrs following that Nov. 1 consultation, agreed to pay him the $875 he required up front in order for him to complete the staining of our fence and shiplap. He insisted on visiting us a second time Nov 1 for the sole purpose of picking up the $875 check. He came, picked up the check, and left. Around 8pm that same night (Nov 1), he called me to update us that he was unable to cash the check due to a discrepancy error. He explained to me that he really needed money, and requested we pay him $300 in cash and meet him that night to give it to him. We declined doing this, so he said he would stain our fence the following day, Saturday (Nov 2), instead of the original date of Sunday (Nov 3) and that we could give him the $875 at that time. Since he was requesting $300 in cash since the original check we gave him was incorrectly filled out, we told him we would give him the cash + a $575 check the next day (Nov 2) to cover the $875 incorrect check. Angel arrived Saturday (Nov 2) at 9am, but instead of staining the fence, as soon as we gave him the $875 payment, he immediately left, giving us many excuses why he was unable to start the job he had told us he was there to do. I called Angel two or three times that Saturday (Nov 2) asking what his ETA was to start the staining, and he gave me many excuses why his timelines that day had to be pushed back (it was going to snow, he was cleaning up, he was helping his crew finish projects). He never came back to stain the fence that day, and stopped answering texts or calls. By Sunday (Nov 3) morning, and no word from Angel, I knew we had been scammed. I called Angel (no answer, no voicemail mailbox set up on his phone), and texted him that if his circumstances had changed, please refund us the $875 we gave him, and just let us know. He called me back shortly after that text, saying he will be at our home that morning to stain the fence. He called me a second time Sunday morning right before he had told us he was going to arrive, and started telling me how he had been kicked out of his house and his day was really bad and he was really stressed. I didn't comment on his emotional verbiage, but asked if he was still coming to stain our fence. He told me he was on his way and would get it done. Angel arrived shortly after that phone call to me, and proceeded to ask from us the following: 1. $50 "just to help him out," 2. $20 for the gas money that it took to drive to our house (he requested we follow him to the gas station to pay for the gas), 3. that we change the contract to give him 50% of the $2300 up front instead of the 35% we agreed upon and 4. that we pay him that 50% that day. Obviously, we declined all of Angel's requests, and he left without so much as touching our fence. An hour after this unproductive visit, I called Angel, and told him we were canceling the project, requested the full $875 refund since he did nothing of the job we agreed upon, and to not come to our home again. Angel started yelling at me, telling me I "was not going to cancel this job" and was audibly upset. Angel was incredibly manipulative, dishonest, fraudulent, and did not even start the task we had given him $875 (and would have given him another $1425 upon completion) to finish. Even though we have requested a refund for a service not done or even started, I do not believe we will ever see our $875 again. Francisco Ramirez is a scammer, and he have learned much from this horrible experience with him.
