Week before Thanksgiving, a brand new Black Truck parks in front of my house: Stratford, CT 06614 in the afternoon. Rang my bell. I work from home. I answered and he asked if he could clean the cutters for $50. I said yes. I have had this experience before during a downturn eonomy. I asked his name: said Tom Connors. 6ft tall, medium build, square face, dark brown wavy hair. I asked for a business card. He gave me an all colored 3X5 double sided card: CELTIC PAVING & MASONRY. Came back the following Wednesday before Thanksgiving. He worked with his "cousin, Patrick". He identified himself as Tom Connors, and immigrant from Ireland here on a green card his uncle got him - who owns the company a few years ago. The gutter job turned into I needed a new Fascia - which I did - it was hanging. He said he would replace it and include the cost of the gutter cleaning for $2000. I thought it was expensive, but I don't know better. I am divorced. This was stuff my husband took care of. He started working on it and said I needed a new roof on my sewing room. About 10x15 on the outside (8x12 on the inside). He made a big deal of saying my roof was rotted and I needed to replace it right away. His cousin, Patrick, took a picture with his phone and said I had a hole in the corner joint. Well, I did have a leak this past winter. I thought it was because the drain pipe came off during a N'or Easter and I couldn't get it reconnected all winter. They said no, it's rotted from a whole. I asked if they did this sort of work also. Tom said yes. I asked how much. For the gutter cleaning, fascia replacement, and roof replacement down to the studs initially said he would do it for $12500. I said I can't afford it. Then it was 10K. Still said no. Then he said 8k. Continued to say no. He pushed his point of how dangerous this was. I said I don't have the money. I am divorced. I don't make much. I work from home. He paused and said he could do it for $7800. He said well, if you can put 5K down, we can take the balance on account. Both young men in their late 20's early 30's had Irish"the lads" for the work. He said you really need to fix this as soon as possible. I said come back later that day. I have to pray on this (I am very religious) and look at my finances. He did come back. I said, I can do this, but I have to pay you from 3 different sources: a personal check and 2 credit card checks. He asked me to explain what a credit card check was as they don't take credit cards. I explained it. He said ok. I said ok. I said I need a work order. He came back the next day with a generic work order with no business logo or business information on it. Tom did the writing in black ink, stating they would remove all materials down the to studs, and replace with new materials, replace the facia for $5000 the rest to pay later. I signed it, he did not on 11/23/21. They came about 9:30 in the morning - Tom Connors & Patrick with 2 Hispanic men in their 30's who spoke no English. The 2 Irish men left very early in the project and didn't return until the end of the day. I could hear the 2 Hispanic men working on the roof. I went out a few times to check on their progress. When it got to the point where I could see the old felt on the ground, and the old asphalt, I did NOT see any old plywood. I tried numerous times to ask them where was the plywood? Did you take it down to the studs? I did not get an answer. they didn't understand me. As it became dusk, the Irish men showed up. They put a tarp over the roof and said they would finish on Thanksgiving Day. I said it is a holiday. Tom Connors said "it doesn't matter to me". I said, well, I am not going to ask you to do it, but I won't stop you if you really want to do it. It was expected to snow in a day or two. They finished covering the roof with the tarp. I said ok. I will feed you on thanksgiving. I went out to by extra food for that purpose. They said ok. Thank you. They did NOT show up Thanksgiving Day. They did not show up on Friday. I tried numerous times to call the cell phone on the business card. It was full. Coudn't get through. In the afternoon on Friday, someone named Mike answered. He said he was the owner and I was scheduled to finish the job on Saturday in the morning at 9am. Mike wanted to know if they were polite. I said yes. I said they were good boys. I am in my 60's and so felt justified in making that reference. They came back Saturday about 10:30 - just Patrick and Tom. They apologied and said they were in an accident on I95 on Friday and the truck was totaled. They both had evidence of a head injury, and Tom's left hand, wrist, and forearm was wrapped in gauze. I told them how sorry I was and hugged Patrick. He said he wasn't feeling lucky and was going to go to Church to pray. Being religious, that of course melted my heart and I said I would pray for them. This time, they showed up in a Silver SUV. They said as they were on the way over here, not far from my home, they were hit in the rear bumper for this SUV as well, but it is minor and not to worry. That is why Patrick said he was going to church instead of finishing my job. This was a concern because there was supposed to be snow and Patrick said not o worry the tarp would protect all. They came back on Monday. They didn't really do any further work on the roof as it was finished. They did fix the fascia. I should note ALL the work was done by the 2 Hispanic men. I asked if they could secure the drain pipe over the roof they just replaced, and one in front of the house. It kept coming discounnected from the gutter during heavy wind storms. I also asked if they would put some tar over the joint of the copper rooftop over my front door. They did all this. But, left everything in the front yard and back yard for another day. I noticed that the caulking they used over the copper was clear tub caulking. When they came back to clean up, I asked them again, did they remove the plywood on the roof. I commented I never saw the old plywood in the yard, or new plywood. Tom Connors turned away from me, looking in the opposite direction of my face and said "Oh, you have to remove the timber to do the job right". I asked again, where was the plywood. I never saw any plywood. and I received no answer. Then I said to Patrick, the caulking you used is for a bathroom. Clear bathroom caulking. I actually started to pick up the mess they left in the front yard for fear a kid could come along and do something ending with harm to themselves, or some sort of reckless childish mess because they got their hands on it. That is when I read that the tube said it was acrylic clear bath and tub caulking. When I confronted Patrick he said NOOOOOOOOOOO that's for the roof. We used clear so you couldn't see it. Then they as they are in progress of cleaning up the mess, Patrick said can you pay in cash? I said absolutely NOT. They said quietly, oohhhhhhh, "well, we have to pay the lads and pay for the materials." I said, I told you from the beginning, I have to pay you with 3 checks. They said, Oh, looked at each other and nothing happened. They didn't collect any money. But, before Tom and Patrick left, they made sure to tell me that my roof was in bad shape and I needed to replace the entire thing. This is possible as I have lived here 21 years and a new roof was put in, down to the studs, just before we moved here in June, 2000. They told me it would cost me $40,000. I said, well, I cannot afford it. They really pushed me to commit to getting the entire roof redone. The money I gave them cleaned out my bank account and put me in debt. I said I cannot afford it. Tom kept asking me what are you going to do. You have to do this. I said I will have to pray and hope for a miracle. Tom Connors came back on December 1st and requested payment. He came to the door. He asked to pay cash, once again, I said absolutely not. And he reminded me again, that he had to pay for the materials and "pay the lads". I started to write out the checks right in front of him (first from my personal checking account) and he said, don't make it out to Celtic Paving. Can you make it out to Thomas Delaney. I figured it was just another relative that he was working with. Tom stated that they will cash it and pay for the materials and the 2 men. I issued the checks. I asked for my warranty and my receipt. Tom stared at me and said "Well, I don't have it at the moment," in an Irish Brogue, "but I will pop off and get it and come back and give you a receipt." Before Tom Connors left, he asked when I could pay the balance. I said, I said I would have to pay it in installments. There was no offer for official or formal payment terms. Just to pay what I can, when I can. So, I said that I never know what my Overtime will be. So it would have to be the end of the month. That is when Tom said he would be back at the end of January. Again, before he left, Tom tried to make his case that I HAVE to get the roof redone. I really need it. It is in bad shape. I need to find a way to get $40,000 to get this replaced. He stared at me for a minute and said, I could go to the bank and get a loan. I said I know what my options are. When I tell you I cannot afford it, It means I cannot afford it. So, he stared at me for another minute, looked down at the cement stairs and said he would be back. That was December 1, 2021. I waited a week. Nothing. No return. I couldn't get through the phone number on the business card. It was always full and you couldn't leave messages. That is when I researched the BBB. There is a company of similar name in NJ - no relation and NOT a member of the BBB. So, I called BBB/CT and spoke with Suzanne Filippone who was very helpful. She took a lot of time with me and said they are not registered. She confirmed the company in NJ is of no relation - no satellite office. There are NO MEMBERS OF THE ScamPulse.com called CELTIC PAVING & MASONRY with the address 63 Woodlawn Ave Ansonia, CT. It is a low income housing brick building. She couldn't find the phone number 203-809-6151 in their records. She couldn't find record of Tom Connors, or Thomas Delaney. She recommended that I file a complaint. I did. She also recommended I contact the CT Dept of Consumer Protection. I initally spoke to Angie. She confirmed that there is NO business registered in CT with the name Celtic Paving & Masonry. I read the license # to her: CT#HIC 0663766. Angie confirmed that this belonged to an Anjelu Sanjeet. I said this is no relation. Everyone I dealt with, by their own admission is related and Irish with Irish Brogues. She provided instructions to file a complaint on their Site. I have Case# 2021-1006 and it is assigned to [email protected]. The case is still in open status. It was recommended by Suzanne from ScamPulse.com and Angie at consumer protection to contact the State AG. I was provided the number. I called and a female said the best thing to do was to file as I have. In a follow up contact with Suzanne Fillipone she responded by email giving me suggestions for other follow ups which included the FBI as based on her knowledge, this would be a group of "gypsies" which she explained would travel around with fraudulent information, scamming people. I did call the FBI in Bridgeport, Ct and had a completely negative experience. The young sounding man who spoke to me basically insulted me and spent his time saying why didn't you do this, why didn't you do that. Why didn't you know this was bogus basically berating me and reinforcing that I made a huge error in judgement and made me feel like dirt. I asked for his name, and I was told I wasn't allowed to know it. He transferred me to someone for further reporting action and that transfer ended up in a disconnect. I reached out to the Town of Stratford to see if the building inspector would come out. The woman I spoke with laughted at me. She clarified that no one pulled a permit to do this job. and that she would ask Brian Donovan, the building inspector for the Town of Stratford to come out, but she doubts he will come. I left 2 other messages. No one even returned my call. To this point, I have been left to feel that no one wants to even try to help me, and those I speak to don't hesitate to ridicule me for my ignorance. I had no desire to go through those insults again. I did look into the process to file a complaint with the local police. I can do this online which is preferable. Working from home - I work extremely long hours, and everything I do is time stamped. So, I am hesitant to file a complaint. I don't want to be reminded and insulted once again of what I didn't do, and didn't know and should have done to protect myself I also am tired of hearing how the authorities won't catch them and nothing can really be done. So, with this being told to me by 3 authorities already, I feel I am wasting my time. I thought I was initially notifying the ScamPulse.com that someone was fraudulently listing the ScamPulse.com with an A+ rating that doesn't exist and attempting to put on record what happened to me hoping to help others avoid the same problem. But I figured, it was over. I have to live and learn from my mistake. However,Today, Monday, January 17, 2022, I received a call from 914-310-5569 at approximately 10:56 AM. The caller identified himself as Tom Connors. I couldn't believe I was hearing from him. I figured he would realize I would know by now everything is bogus and just be happy with the $5000. I should mention that I have a copy of the personal check that I wrote out to Tom Delancey. It was deposited without a signature on 12/2/21 @9:16:18 AM to a personal account. When Tom Connors called me this AM, I became angry. Once he identitied he said, remember me, I said, "I cannot believe you are calling me. DON'T COME TO MY HOUSE. DON'T ATTEMPT TO EXTORT ANY MORE MONEY FROM ME. You are a fraud. I am not paying you a dime. You are a crook. Tom said, "what's this fraud you are saying". I said, you are not a registered company, your license on your business card is stolen, you are not a member of the BBB, you didn't do what you said you would do in writing. I have no receipt and you swindled me overcharging me. I have filed a complaint with the BBB, the CT Dept of Consumer Protection and I have called the State AG. If you come to my door expecting money I will call the police and you will be arrested and if you really are an immigrant, you will be deported for committing a crime. It is against the law to do what you have done. Stay away from me. I said I am calling the Police right now. Then I hung up. They caught me at the perfect time. the week before, I had a leak in my pipes within my foundation. It took 5 days of fighting the water coming through the foundation trying to prevent it from reaching the furnace to find someone who could replace it. Everyone was too busy. I had to replace the piping from the curb into the house. I worked longer than 12 hour days. It was month end close, and just before a holiday. So it was the perfect storm. the roof of the room that was allegedly replaced contains my sewing room with thousands of dollars of tools and materials. it is very precious to me. So, I wanted to save it. But, I didn't get what I was told in writing I would get. I was overcharged. And I cannot even get someone to check out the work. I didn't think these people would actually return. I am amazed they did. But, I guess they count on people like me. Irish immigrant or not, every adult knows that your business has to be registered, licensed and insured. Being a ScamPulse.com member in good standing would be extra. They are none of these. Everything is stolen information and lies. So, now I have to file a complaint with the Police to put it on record. I just wish something could be done to stop them. It would be even nicer to recoup my money. Or at least the 3K I put myself in debt for. But, I will take someone listening to me with respect and concern. I hope this submission helps other people avoid being scammed.
