Three of my elderly neighbors were cheated out of between $2000-$28000 for shoddy repairs,incomplete jobs and overcharging for non-existent problems! Can’t anyone stop this abuse,fraud and stealing?

My elderly parents got scam by citizen contracting, owner richard rodriguez . They had a claim with insurance company for new carpeting and padding to be replaced threw whole house. My father which is 90 years old and korean war vet. took contracter word that he would make up receipt and summit to insurance company, and then talked my dad to going to bank and get money for supplys and labor to get job done. contractor made it look like he was starting job, tore up some flooring and never got supplys and never came back to do job and never summited any paperwork to insurance company, this was in june 2023, he has been turned over to shelby township police department in Michigan. and a detective was put on case. when I started doing research on contractor he's a scam artist and he's on the ScamPulse.com and facebook for scamming other people the same way with taking their money, excuses, never doing the jobs.
