We hired him to install blinds at our house and he sent an invoice for $1500. We payed him $700 check which he cashed on the same day and after that his phone is switched off. This happened in Atlanta GA.. This person is cheating everyone in different states. Stay away from Joseph Licea/ Joe Licea.

A fake shutter and blinds company that I found through a website; Blindandshutterfactorydenver.com. I priced 3 different companies and decided to go with them because of the better quote. The "owner" Joe Licea, seemed trustworthy and anxious to get his own business going in Denver, so I thought I would take a chance. I ordered an entire house of shutters - 27 windows. He visited the house 2 times to measure - but when I looked back to review his estimate he did not have the right amount of windows.. he had 24 windows written on his original estimate (oversight by me). His estimate was way under the other companies - he said it was because he was ordering directly from "a guy" he knew at Norman and could get us commercial prices because we were ordering so many windows. His total estimate - $11,800 with half due for deposit. I gave him $7,000 cash on 7/29/15 for deposit. The shutters took a while to come in - there was always an excuse. Finally in October he said the shipment was in but it would take him several trips to install all the shutters - he could not fit such a huge order in his van. He came twice with a van full of boxes and shutters and did start to install. However, only a couple at a time... and always an excuse why he had to leave and come back. He finally set a date for Nov. 2 when he would come with "his crew" and install the rest of the house. He never showed and has not been able to be contacted since. We tracked down the Norman warehouse where the shipments were being sent - but they were unable to contact him. Total shutters installed - 8 windows. We literally have panels of shutters left here for windows that are not complete... Our contact at Norman, Michelle Emanuel was very helpful... and was able to find the rest of our order. They are working with us to get the rest of the windows installed and figure out what is missing. We have a PI friend that found out that Joe Hiram Licea has several sur-names and has scammed his way across Florida, and Texas before landing in Denver. He has served time for fraud and identity theft.... the address on the website is a hotel or hostile on Broadway.. not a showroom as is advertised - it is a fake address. The website is STILL UP and shows open for business. Our friends at the police say there may have been a possibility that he was casing the house as he came back so many times... Also a civil case not criminal at this point. Even though we did receive some of the product we ordered - we are not sure the value towards the $7,000 we paid him. We have not had someone come in to assess the value and what it will cost to either re-do or finish? We are hoping Norman will be able to assess this. Either way - this man should be out of business and out of Denver!
