Message: Apple Care: You have been charged $141.71 via Apple Pay at App Store. If this wasn't made by you, Contact Support immediately at +1(833) 770-3833 to abort.

A few things- I would have gotten an email from Apple if I made an Apple Pay purchase. Apple would literally never ask you to call them (to get your email) they would have you fill out some form. Have you ever tried to get customer support from apple? They don't want to to talk to you if they don't have to.
