Type of a scam: Fake Invoice/Supplier Bill

I am the clerk for a small village. I received a call at the office. When I answered the caller started talking without hesitating for any reply for me. She identified herself as being from 411 directory assistance and was currently just updating contact information. She ask for the phone, mailing and email address then past me on to her supervisor who would confirm the info with me. A week later an invoice was emailed for the service. I then did some research and found that this is quite likely a scam and has been used before. I didn't reply to the emailed invoice and eventually received a phone call. I told them at that time that the village would not be paying the invoice as we believed it to be a scam. They continue to send pass due notices as well as call from different phone numbers threatening dire consequences if the invoice is not cleared up.
