The site deceptively appeared as a government agency or subcontractor, exacting a $90 fee to fill out a form that is available for free, and hiding the fine print that it was not an official site and the fact that the money paid was in addition to any fees charged by the government. Only after receiving the receipt for payment did I realize that it was charging me for "form filling fee" not a "form filing fee", yet more deception. Because the site was to assist in obtaining and renewing passports, they gained PPI including SSN, DOB, address, next of kin, and more from me and my minor daughter.
