Charged $14.95 to AMEX from SafeCart. Reported to AMEX and BBB. Seems this isn't the only one SafeCart got. There are literally thousands of complaints. Why haven't they been stopped??????

I recently received an email from a company called SafeCart. Apparently, since February 2015, they have charged me $140.91 on my bank card. Supposedly, the initial charge was for some type of security software that I have never used or owned. The statement I received is also the first statement I have ever received from SafeCart, which was an automatic renewal fee, and when I went to their website to find out what happened, I learned there was no account under my email, but I was charged on my back card and sent a statement to my email anyway. I have notified them of the situation. I also let them know I was informing you and my financial institution as I believe this fraud was purposely perpetrated by the Safecart itself. How can you send an email for charges on an alleged account and then have there be NO account? I also noticed, after a search online, that this company has done this to many, many other people. How are they still getting away with this?
