I agreed to pay $1 on their website for a VIN lookup. However, three days later, my debit card was charged $28.95. I got a fraud alert from my bank and had to cancel my card and order a new one. Then I called Public Car Check.com at 877-371-9245 to ask them to cancel any further charges since I never approved any other charges.

On April 10, I used my credit card to pay PublicCarCheck.com $1.00 for a car history report. That charge appeared my credit card account on April 11. On April 13, a charge of $28.95 from PublicCarCheck.com appeared on my credit card account. After investigating the $28.95 charge, I learned it was for a subscription to PublicCarCheck.com. However, I had not accessed the PublicCarCheck.com website since April 10, I did not request a subscription to PublicCarCheck.com and I did not in any way authorize the charge. That the $28.95 charge appeared on my credit card account three days after I last used PublicCarCheck.com online indicates that on April 10 I had not inadvertently requested a subscription. A PublicCarCheck.com customer service representative had written to me, “On the page where you submit payment there is an option for an upgrade, it could have accidentally been selected.” I am left to conclude that PublicCarCheck.com deliberately and wrongfully charged my credit card account. I am not the first customer to report this subterfuge by PublicCarCheck.com. To its credit, at my insistence PublicCarCheck.com did refund the $28.95 charge to my credit card account on April 15.

Website performs a VIN search and offers a detailed public record report for $1. The website offers the option of a subscription service as an alternative to the $1 per report, but I saw no mention that I was making a commitment to subscribe by paying $1. I provided an email address to receive a confirmation but did not set up and account or password. I received a confirmation email that made no mention of a subscription service. Three days later, a charge of $28.95 appeared on my credit card, which the bank (Chase) flagged and reversed. In less than an hour, the vendor attempted a new charge of $9.95. Chase gave me a contact number for the vendor (different from the one provided in the email), and I called it. The operatior's first words were "DO YOU WANT TO CANCEL YOUR SUBSCRIPTION?" I asked for an explanation. She told me that my $1 was not a payment for a single VIN report but a DOWN PAYMENT ON THE SUBSCRIPTION SERVICE. The operator agreed to reverse the $9.95 charge. It remains to be seen if that will happen in the promised 3-5 days.
