PC9's Info was affixed to a parking meter in Portsmouth, NH. I scanned it with my cell phone and paid $9.74 for what I thought a legal parking fee.
But because PC 9 was NOT affiliated at all with Portsmouth or its Parking System, I now have charges of $55 from the City of Portsmouth.
Going through a long appeal process

bogus credit cards charges from "PC9 Delivery" of $4.18 and $14.86 suddenly appeared on my Amex card. When I called the merchant number, I only received an answering service stating the company was located in California and that no one was available to speak with me and I should leave a call back number.
