Paid for car removal but the vehicle was dumped on the side of the road

I contacted this individual, Kelly Wilkins, through Facebook to remove a vehicle which he advertises he will do for free. He said he worked alongside the County of Maui to do Free Car removal. When he came to our house to check out the vehicle, he said he would need to collect a $146.00 "Disposal fee". I lost a total of $146.00. I needed the car to be removed so I used my Venmo to send payment to the partner of the individual. He told me that they would be taking it to Hammerhead in Kihei to "junk" it. They took the vehicle which I found out later had been dropped off at the side of the road here in Makawao. While the car was removed from our property, he collected a fee and did not do what he said he was going to do which made me liable for dumping the car on the side of the road. I took care of the paperwork at the DMV and found out that the County of Maui will tow cars through "reliable" tow companies for free. This man, Kelly Wilkins is a scammer.
