Received a call claiming I won millions and a car

Called me approx. 9pm Pacific time, told me I was 2nd place winner and would be receiving 18.6 million dollars and a car. He gave me badge #, Claim # and winning #'s. Said they would show up at my house with certified check and a smaller check of 35,000 dollars to cover expenses until the check for the millions cleared the bank. Said they would personally take me to the bank to make sure it was accepted. Said I needed to go to Dollar General, Walmart or Walgreens and register to receive my winnings. Said the registration would only cost 380 dollars. I told him I had vertigo and couldn't leave the house, and that husband and I lived on social security and was only getting by month to month and couldn't pay. He said he would find me sponsors to cover the registration cost and would call me back. He told me my name and address and phone number, asked for e-mail address and I didn't give it to him stating that I didn't believe this was real.
