Type of a scam Fake Invoice/Supplier Bill

The company called and asked a few questions about our company under the name "Business Development Bureau", hung up and didn't hear anything else. After a few weeks passed, an invoice arrived in the mail for $747.00 for "online monthly service, Google Network Optimization" we never agreed to anything from this company. Never agreed to any services or signed any contracts. A week later another invoice arrived and several calls to our accounts payable department trying to collect the $747

(at the very bottom it says this is a solicitation for service, basically if you accidentally pay you are signing up, surely this is illegal)
