I joined the Facebook group "Bichon Frise for Adoption & Rehoming" (https://www.facebook.com/groups/435549*********) in July 2023. I was looking to adopt/purchase a Bichon Frise puppy.

I saw a posting in the group from Amanda Jefferson (who was the “Moderator” along with “Cindy Meghan) about a Bichon Frise puppy named Toby for adoption. The posting was made on July 4, 2023 at 7.59 pm EST. The posting said, "Who will like to have Toby home he is all ready fully potty trained, vet checked and registered, let me know what you think about him."

I sent a private message on Facebook messenger to the Facebook profile "Amanda Jefferson" on July 5, 2023 at 6.17 am EST. She responded quickly and said she was asking for $850 for a puppy. She said she was located at Springfield, NJ. Later (only July 12th), I traced her IP addresses from where she sent me emails. There were two IP addresses from two different locations.

The first IP address (which included the contract) is:

************ – It’s a Denver, Colorado location.

The second IP address (which included the fake ownership certificate) is:

************* - It’s a Mountain View, California location.

Latitude:******* **** *** ****** **

Longitude:-******** ***** ** ****** ** Both of the emails were sent on the same day, so I am assuming they were probably masking their IP addresses.

Amanda Jefferson (from the “Amanda Jefferson” profile) asked me a few questions to verify my eligibility. I responded. She seemed satisfied. She sent some photos of the puppy, along with a photo with his mom and dad. She asked for a down payment of $450 for reservation. She asked me to send the payment over Zelle (Name: Jmaryn Davis, Zelle no: ###-###-####). I sent the money from my Bank of America account (confirmation number fk1rfkecd).

She emailed me an invoice with the contract. She then asked for an additional $210 fee for “stamps.” I made another Zelle payment to the Zelle no she gave me (confirmation number frxe74eqv).

She sent me a few photos of dog toys and other essentials that she said she would give me for free of cost with the puppy.

At 4.02 pm on the same day, she asked for $340 more for the vet records and health insurance certificates. At that point, I said her total cost was going to be $1400, which was far above my budget despite the fact that she quoted $850 initially. I said I could not pay the money right then and I needed to discuss with my husband.

She kept pushing me saying if I did not pay right away, the puppy would have to spend the night at the vet’s place, which would cost $170 for feeding and accommodation.

At that point, I requested a cancellation of the contract and said I was unable to pay an additional $340.

At 7.21 pm, she said she took care of the vet fees and she would like to give the puppy to me. At 9.23 pm, she sent me an email from [email protected] with an attachment of an ownership transfer document with America’s Pet Registry, Inc’s seal.

Then I kept asking for the vet’s records and health guarantee certificate. I sent messages on the following dates asking for vet records, health guarantee certificate, her address, phone number, and a request for a video call to meet the puppy.

She only responded on July 6th, 7.03 pm saying, “Sorry for the late response Nafisa I’m at work right now I will get back to you as soon as I can” and on July 11th, 4.37 pm, “How Nafisa how are you doing today”, but she never sent me the documents and information I requested. I told her I was planning to pick up Tobby, the puppy, on Saturday, July 15th. Still, I did not receive any information.

Therefore, I called “America’s Pet Registry, Inc” on July 12th, 2023, and gave them the registration number NP056335/01 04-06 to verify whether the registration is real. The staff I spoke with told me that this was a fake registration number and there was no puppy under this registration. She told me that possibly a big overseas group has scammed a large number of people. She also suggested reporting to my state attorney general.

I also sent private Facebook messages to 11 people who posted great reviews of Amanda Jefferson in the Facebook group “Bichon Frise for Adoption & Rehoming” and suggested people to get puppies from Amanda Jefferson. I wanted to verify whether they really got any puppies and wanted to speak with them over the phone. The 11 profiles are: Michelle July Candice, Jenny Lee Salif, Teresa Commella, Juan Lorenzo, Tom Lang, Jade Chetou, Maya Ivy, Amyra Chelle, Allison Ewing Keller, Sylvia Simon, Amanda Pearlii.

None of them responded to me except Sylvia Simon. Sylvia Simon claimed Amanda Jefferson was her sister and Amanda was right there with her. She encouraged me to chat with Amanda from her account. I said I would not reply unless Amanda responds from the Facebook account she originally used to communicate with me. Sylvia Simon then said, “So if that’s not ok by you then I guess you are not serious about getting a puppy.”

I suspect all the above mentioned Facebook profiles who said they got puppies from Amanda Jefferson are part of the big scamming group.

Currently, the Facebook group “Bichon Frise for Adoption & Rehoming” has 9.5 k members. It’s targeting a huge number of population with fake reviews. I am assuming a good number of people are becoming victims of their scam every day.

There is another Facebook group titled “Bichon Frise for Adoption and Rehoming” (the only difference is the “and” and “&” sign). These groups might be related in some way. I am not sure.

I filed a claim to Bank of America reporting the scam. My claim number is 12jul2*********. I would be happy to provide any further supporting document you might need.

Attorney general complaint:

The Facebook group “Bichon Frise for Adoption & Rehoming" (https://www.facebook.com/groups/435549*********) advertises Bichon Frise puppies for sale. This is a group of 9.5k members. It seems like they are scamming a good number of people every single day.

“Amanda Jefferson” (https://www.facebook.com/Jefferson.amand) posted about a puppy sale on July 4, 2023 at 7.59 pm EST on this group. She is one of the admins of this group. I was interested in getting the puppy, so I reached out to her over messenger on July 5, 2023 at 6.17 am.

Amanda Jefferson said she was a breeder in Springfield, NJ. She asked me to pay $450 (reservation fee) and then $210 (papers and stamps) on the same day (a total of $660). I made two zelle payments (confirmation numbers: fk1rfkecd and frxe74eqv) from my Bank of America account to Jmaryn Davis, Zelle no: ###-###-####. She emailed me a contract and an ownership transfer document with the America’s Pet Registry’s stamp.

Afterwards, she ghosted me. I kept asking for the puppy’s medical records, health guarantee documents, her phone number, and email address, but she never responded.

On July 12, 2023, I called “America’s Pet Registry, Inc” and gave them the registration number NP056335/01 04-06 to verify. The staff said this was a fake registration number.

I traced Amanda’s IP addresses from where she sent me emails: ************ and *************. The first one is a Denver location and the second one is a California location.

Amanda Jefferson posted Bichon Frise for sale on 12/23/2023 in face book. She sent a message thru messenger. She told me that she was in PA and asked me send $300 for reservation fee. I asked address where puppy located but, she didn’t give an address kept asking $300. I felt it was not right so, I checked images of puppy what she posted and I found that she got puppy pictures from instagram. Most of pictures came from other SNS. I replied “stop posting pictures if puppy is not belong to you” with posting pictures from instagram. She removed sales posting in face book on 12/24/23. Still have face book account. Watch out her or them! Do not send any money to them!
