It's a phone call and when the voice mail is left, there isn't a company name, just a random person's name with a financial institute that's been "going over my paperwork" and they think they can get a better rate. They want you to call back quickly and leave a dollar amount with "What they can get you approved for". They call countless times from multiple numbers.
