My mother, who already has cable/internet with Spectrum, received multiple pieces of mail and calls from PulseLiving saying she owes them money for internet. All of her neighbors received similar mailings. My understanding is that her building's owner is trying to get tenants to join PulseLiving, but the organization presents themselves as something that is not optional, and if people do not pay, their service will be interrupted. Each mailing acts as a 'Last' or 'Final' notice.
