Ordered a cycling hat from GearsCycling.com and payment was sent as a PayPal gift

I was looking a cycling hat that typically cost $50. This website, GearsCycling.com, listed it for $30. I checked its privacy policy, shipping policy, and about us pages and everything looked legitimate. The order process also seemed legitimate. Upon making the purchase via Paypal, I received a notification email from Paypal that $30 was sent. However, I never received a website order confirmation. This was on 12/31 so I figured maybe they were away for the holidays. After a week, I sent a message via their online form requesting an update on my order. I got no response. After closer inspection, I noticed that the Paypal payment was sent as a GIFT rather than a PURCHASE!! I google mapped the address and it is an empty field in the middle of Alabama. I tried to file a dispute with Paypal but the [censored]s refused to intervene since I sent the payment as a gift ... which is at the core of the scam that the [censored] at Paypal evidently can't get their arms around. I hope you do something about these scammers.
