On May 21, 2025, a similar report of financial and wire fraud was filed with federal authorities.
Before those actions, financial and wire fraud charges had been filed against its managing partner, Brian P. Kelly, and Hallmark Capital Partners. In addition to the report filed with the Better Business Bureau, they have also been filed with the FL Office of Financial Regulation.
Brian P. Kelly also posts his profile and association as Chairman & CEO at PearlRock Partners at 3 Portofino Drive in Pensacola Beach, and an office in Las Vegas. The most recent investigation revealed a prior criminal history in Escambia County.
His PitchBook profile cites him as a financial advisor with a business address at 220 W Garden St, Pensacola, FL. The Hallmark Capital Partners website is currently unavailable due to B. Kelly's decision to take it down, which resulted from the ECSO criminal investigation. When questioned by the investigator, he stated the site is being revised.
