Type of a scam Counterfeit Product

I contacted Jalen Williams on instagram where he advertised his work. Car paint/modifications. I have a document of services he agreed to do with pricing. I gave him a total of $700 (deposit, parts, and drop off). I dropped off his car to his "coworker" who was going to take it to the garage that only holds one vehicle and allegedly already had one that he was working on in there. I went to the address he sent and met his coworker to leave my vehicle. His communication within the next few days was lacking with no progress pictures. I finally decided to go to where I dropped off the car and my vehicle was still there (unmoved/untouched). I told him I was calling the police because no work had been done and to return my keys. I called lock smith to get a spare key made and immediately took vehicle home. I made an official report with Chesapeake City police of VA where they are familiar with his illegal activities of scamming. Bank of America originally gave my $700 back when I called and made my claim because Cashapp denied my claim. Well, Bank of America sent me a notice in the mail last week saying the investigation was completed and I would not be getting any of my money back. I'm not sure what investigation was completed because no one called me or the police for concerning the incident. I would really like my money back. $700 is a lot of money and I work very hard for it in the emergency room.
